Beyond the Policy Cycle The policy process in Australia

Beyond the Policy Cycle The policy process in Australia

It is common (and comforting) to see public policy as the result of careful craft work by expert officials who recognise a problem identify and evaluate possible responses and choose the most appropriate strategy the policy cycle'. The reality is more complex and challenging. Many hands are involved in policy-making not all of them official they are not all addressing the same problem they have different ideas about what would be a good answer and the process is rarely brought to a neat close by a clear decision. The development of policy can resemble firefighting with players rushing to react to demands for action in areas that are already in crisis or it can be a less frenetic process of weaving as they search for an outcome which reflects the concerns of all the stakeholders. Effective participation in the policy process calls for a clear understanding of this complexity and ambiguity. Beyond the Policy Cycle sets policy in this wider context. It recognises that participants in the process are drawn from both government and diverse areas outside government and looks not at a model' process but rather at how the game is played: how issues rise to prominence who is actually doing the work and exactly what it is that they are doing. With detailed Australian case studies and examining the implications of recent trends in policy such as the outsourcing of service provision Beyond the Policy Cycle offers students and practitioners a critical and engaged look at the activity of policy that reflects the reality of the policy experience. | Beyond the Policy Cycle The policy process in Australia

The Fight Against Child Trafficking Breaking the Cycle of Structural Violence

The Fight Against Child Trafficking Breaking the Cycle of Structural Violence

This book analyzes the contemporary effects of anti-trafficking policies on children trafficked for labour. It explores different dimensions of private and public apparatuses through which the governmentality of child trafficking manifests itself at a regional and interregional level. It investigates questions linked to the diffusion of the child trafficking norm between and within regions and stakeholders; to the criminalization and vulnerabilization of child traffickees; and to private governance of anti-trafficking initiatives in particular concerning social sustainability of business supply chains. Drawing on extensive fieldwork with government police justice civil society multilateral organizations and businesses in the EU and in ASEAN the book argues that child traffickees are subjected not only to physical and psychological violence but also to structural violence. The book concludes with suggestions to improve current anti-trafficking regimes. This book will be of key interest to scholars students and practitioners in EU Studies Southeast Asian Studies Regionalism Human Rights Law International Relations and International Political Economy. Effective Portfolio Management Systems

Effective Portfolio Management Systems

With an estimated 70 percent of new projects failing to add value to the organization reducing project failure rate represents one of the biggest improvement opportunities available today. This book highlights proven approaches designed to separate the successful projects from the potential losers before the projects are started. This represents huge savings in manpower money and time. The book shows you how to reduce project cycle time and apply resources effectively to maximize results and project success rates. Effective Portfolio Management Systems provides a roadmap for the implementation of an organizational Portfolio Project Management (PPM) system and a model for driving sustainable change. It takes you through the complete project/program management cycle from the submittal of the proposed projects to the management of their implementation. To do this the authors present an effective proven four-phase Organizational Portfolio Management (OPM) system: Phase I: Developing the Organizational Portfolio involves selecting the right mix of projects/programs based upon resource limitations and risks involved. Phase II: Creating the OPM System Implementation Plan is the development of a plan to minimize the resources consumed reduce cycle time and increase the ability of the projects to meet their projected value-added content to the organization. Phase III: Implementing the OPM System focuses on the complexity of managing an Organizational Portfolio and keeping it aligned with the organization‘s goals and objectives. This phase provides a roadmap for the implementation of an organizational PPM system including sample plans and PMO Implementation/Management Templates. Phase IV: Practical Applications of Project Change Management within the OPM System focuses on overcoming the difficulties related to the continuous changing environment and project

Project Identification Capturing Great Ideas to Dramatically Improve Your Organization

Project Identification Capturing Great Ideas to Dramatically Improve Your Organization

Organizations of every type struggle to remain relevant in their marketplace. They continuously strive to introduce new products and services at a rate that satisfies their customers. In their search for fresh ideas organizations often overlook the most significant source of new thought their employees. Todays employees are knowledgeable and able to see opportunities or solutions to problems. This book describes a process for turning great ideas into actionable proposals. It presents a simple but powerful set of questions that has proven to deliver a never-ending stream of inspiration to an organization. Although formal processes for project initiation execution and completion may be firmly embedded in an organizations project life cycle little is said about project origins. In Project Identification the author provides a formal process that encourages and enables all of your employees from the corporate suite to the college hire to participate in the innovation process. The book presents a mechanism for identifying and capturing great ideas and inspired thought as new project proposals. It provides you with a repeatable process to organize evaluate and then select candidate projects for initiation. In the first part of the book the author describes the complete project life cycle and explains how the Project Identification process complements the formal Project Management methodology. The book then presents a series of questions that guide the decision-making process for identifying new projects. For each question the author includes an example from a real proposal that demonstrates how to craft useful content. The book concludes by explaining how to capture and manage each of the formal proposals and make sure they are properly considered. It details the transition of a candidate project to a live effort ready for project initiation. This book can help streamline how your organization conceptualizes and approves | Project Identification Capturing Great Ideas to Dramatically Improve Your Organization
