US Counterterrorism and the Human Rights of Foreigners Abroad Putting the Gloves Back On?

This book examines why the United States has introduced safeguards that are designed to prevent their counterterrorism policies from causing harm to non-US citizens beyond US territory. It investigates what made US policymakers take steps to put the gloves back on through five case studies on the emergence of such safeguards related to the right not to be tortured the right not to be arbitrarily detained the right to life (in connection with targeted killing operations) the right to seek asylum (in connection with refugee resettlement) and the right to privacy (in connection with foreign mass surveillance). The book exposes two mechanisms – coercion and strategic learning – which explain why the United States has introduced what the authors refer to as extraterritorial human rights safeguards thus demonstrating that the emerging norm that states have human rights obligations towards foreigners beyond their borders constrains policy choices. This book will be of key interest to scholars and students of human rights counterterrorism US foreign policy human rights law and more broadly to political science and international relations. Beyond Folklore? The Franco Regime and Ethnoterritorial Diversity in Spain 1930–1975

This book analyzes the promotion of subnational identities undertaken by Spanish fascism and the Franco regime between 1930 and 1975 as well as their patterns of survival accommodation and adaptation. It examines the proactive attitudes of the various actors committed to the dictatorship – from Falangists to Francoist intellectuals to Catholic conservatives – alongside their repressive or annihilating approach to regional cultures and languages. As in most Fascist regimes between 1922 and 1945 a narrative of the ethnocultural ethnoterritorial and historic diversity of the nation persisted with differing degrees of intensity and different tendencies. These discourses and practices were not limited exclusively to the ideological and social sphere of anti-Francoism and the roots of the ‘State of the Autonomous Communities’ which gave rise to the extension of political autonomy to all Spanish regions from 1978 onwards date back to the deep structure of the dictatorship with foundations in demands put forward by the local provincial and regional elites within later Francoism. The volume is primarily written for scholars and students of Iberian Studies European Modern and Contemporary History Cultural Studies especially those with an interest in memory studies fascism nationalism and regionalism cultural resistance under dictatorship and transitions from dictatorship to democracy. | Beyond Folklore? 6G Visions for a Sustainable and People-centric Future From Communications to Services the CONASENSE Perspective

6G is currently under definition being often addressed from a plain telecommunications perspective as an evolutionary paradigm that represents an extension of 5G. Having as a horizon 2030 6G initiatives are being deployed across the globe to further ignite the development of 6G services. At its philosophical core 6G embodies the human in the loop principle. The research effort being developed towards 6G requires an interdisciplinary approach that ignites discussion across different key technological sectors ranging from communications up to services and business cases. The contributions of this book to research in the field concern an evolutionary and interdisciplinary design of 6G as a paradigm that can be addressed by working together four different computational areas: communications; satellites and navigation; sensing; services. The book is derived from initial brainstorming that was developed during the 11th CONASENSE Symposium held in October 2021 in fortiss Munich Germany. Several international experts contribute to an overview of 6G key challenges new networking trends and challenges to be overcome and advanced 6G services. The book starts with a perspective on 6G challenges and use-cases beyond the 2030 horizon to then continue to address the role of non-terrestrial networks and cognitive service-centric satellite networks in future 6G services. Still with focus on 6G adaptive networking the book continues with a debate on the need to integrate social awareness based on an interdisciplinary approach in network operations. Then specific examples of advanced services (quantum imaging and holography; localization of the Internet of remote things) are discussed.
