This book argues that to fully grasp the decision-making of politicians and political actors in developing countries we must first understand how politicians finance their campaigns for office—and to whom they are indebted and expected to repay. Political Financing in Developing Countries focuses on Ghana in depth a country often held up as an example of a successful two-party democracy with regular party changes in government. However it is unlikely that candidates and political parties are wealthy enough to finance the increasing costs of campaigns and constituent demands and successful democratic outcomes could be masking a system that actually hinders development progress. Drawing on nearly 200 interviews and extensive fieldwork this book posits that political funds are extracted by an iron square of politicians bureaucrats construction contractors and political-party chairs which rigs the procurement of local-development projects to generate kickbacks. The iron square remains robust across party changes in government due to reciprocity obligations that minimize contractors’ income risks. Ultimately this web of kickbacks diminishes the quality of development by reducing the funds available for projects and distorting incentives to monitor projects. To break this iron square the book recommends replacing sealed-bid procurement—a best practice that ignores on-the-ground realities—with a system that accounts for income stabilization and social obligations. Overall the book argues that scholars of development should advance research on political finance to identify and then alleviate the games that decision makers must play to survive in the political sphere. This book explores the origins of Japan’s protectionist agricultural policies through an in-depth historical analysis of Japanese agricultural policies between the Meiji period and the end of WWII. It offers a constructivist account for the rise of protectionism examining the policies of prewar agricultural bureaucrats who played critical roles in the policymaking process. It argues that protectionist agricultural policy in Japan was not originally generated by the iron triangle (a political alliance consisted of the Liberal Democratic Party the Agricultural Ministry and farmers’ organizations) but by a prewar agricultural bureaucrats’ policy idea called shōnō ron (thoughts on small-scale farming). Ultimately the book reveals how contrary to suggestions of previous scholarship the protective measures based on shōnō ron forged the necessary conditions for the emergence of iron triangle after the end of WWII which in turn institutionalized Japan’s subsequent protectionist agricultural regime. The governance and evaluation of ‘megaprojects’ – that is large-scale complex high-stakes infrastructure projects usually commissioned by governments and delivered through partnerships between public and private organisations – is receiving increased attention. However megaproject evaluation has hitherto largely adopted a linear-rationalist perspective to explain the frequent failure of such projects to meet the ‘iron triangle’ of performance criteria: delivering on time within budget and according to specifications. This approach recommends greater control and accountability to remedy megaproject ‘pathologies’. Drawing on empirical examples mainly from the transport sector and radioactive waste disposal this book offers new perspectives to megaproject evaluation. Comprising contributions from leading experts in project evaluation and appraisal this collection opens up new avenues by suggesting two ways of improving megaproject evaluation: 1) approaches that go beyond the dominant linearrationalist notion of policy processes and emphasise instead the objective of opening up appraisal processes in order to enhance learning and reflexivity; and 2) approaches that extend evaluative criteria beyond the ‘iron triangle’ to cover the various socioeconomic impacts and preconditions for project success.
