Relations between the public and holders of political authority are in a period of transformative flux. On the one side, new expectations and meanings of citizenship are being entertained and occasionally acted upon. On the other, an inexorable impoverishment of mainstream political communication is taking place. The Internet has the potential to improve public communications and enrich democracy, a project that requires imaginative policy-making. This argument is developed through three stages: first exploring the theoretical foundations for renewing democratic citizenship, then examining practical case studies of e-democracy, and finally, reviewing the limitations of recent policies designed to promote e-democracy and setting out a radical, but practical proposal for an online civic commons: a trusted public space where the dispersed energies, self-articulations and aspirations of citizens can be rehearsed, in public, within a process of ongoing feedback to the various levels and centers of governance: local, national and transnational.

Isaiah Berlin was one of the leading political thinkers of the twentieth century, and his work continues to attract admiration and debate. In Isaiah Berlin: Liberty, Pluralism and Liberalism, George Crowder provides both an accessible introduction to Berlin's ideas and an original contribution to political theory. Berlin's range of interests and learning was vast but united by a single overarching project: the uncovering of the conceptual roots of twentieth-century totalitarianism. He traces these through three levels of analysis: the distortion of the concept of freedom by thinkers such as Rousseau, Fichte, Hegel and Marx; the scientism of the Enlightenment and irrationalism of the Counter-Enlightenment and romanticism; and moral monism, the idea that all ethical questions can be answered by reference to a single moral law. Against monism, Berlin asserts the claims of value pluralism, which he aligns with a politics of liberal moderation. In this new assessment, Crowder argues that Berlin's critique of the modern enemies of liberty is exciting and powerful, but also that the coherence of his thought is threatened by a tension between its liberal and pluralist elements. Crowder goes on to suggest how that tension can be resolved by appeal to arguments that go beyond the case actually presented by Berlin but which remain within the spirit of his general outlook.

This is a book whose time has come-again. The first edition (published by McGraw-Hill in 1964) was written in 1962, and it celebrated a number of approaches to developing an automata theory that could provide insights into the processing of information in brainlike machines, making it accessible to readers with no more than a college freshman's knowledge of mathematics. The book introduced many readers to aspects of cybernetics-the study of computation and control in animal and machine. But by the mid-1960s, many workers abandoned the integrated study of brains and machines to pursue artificial intelligence (AI) as an end in itself-the programming of computers to exhibit some aspects of human intelligence, but with the emphasis on achieving some benchmark of performance rather than on capturing the mechanisms by which humans were themselves intelligent. Some workers tried to use concepts from AI to model human cognition using computer programs, but were so dominated by the metaphor "the mind is a computer" that many argued that the mind must share with the computers of the 1960s the property of being serial, of executing a series of operations one at a time. As the 1960s became the 1970s, this trend continued. Meanwhile, experi mental neuroscience saw an exploration of new data on the anatomy and physiology of neural circuitry, but little of this research placed these circuits in the context of overall behavior, and little was informed by theoretical con cepts beyond feedback mechanisms and feature detectors.
