Many species of the phylum Nematoda, the nonsegmented worms, play an important role as animal or plant parasites; most species are active contributors to the decomposition cycle in soil ecosystems, but the details of that contribution are just beginning to be understood. Agricultural nematologists, vitally involved in the study of the methodology, taxonomy, and biology of the species due to the direct relationship between crop yield and the size of plant-parasitic nematode populations, have provided much information about the nematodes. In the 1930s, during the authoritarian government of Getúlio Vargas, the Brazilian civil service reform movement began. Thirty-five years later, the actual administrative practices of the country did not adequately reflect the philosophy underlying this movement, a philosophy drawn from the reform experience and public administration theories of the United States and Western Europe. This book examines why these ideas, when transplanted to another cultural setting, did not take root and, further, why they unexpectedly proved to be most applicable in Brazil during periods of autocratic rule. These questions are highly relevant not only to Brazil, but equally to other developing countries struggling to create more effective national administrative systems. For this reason, and in order to evaluate the Brazilian reform experience within its total context (social, economic, and political), Lawrence S. Graham develops a broad conceptual framework. His focus is on the years between 1945 and 1964, a period which allowed a relatively free play of political forces but, ironically, produced a diminution in the success of the reform efforts when compared with the authoritarian governments which preceded and followed it. After a comparative consideration of the public administration theories behind the reform movement, Graham examines this period in terms of the political environment, the functions of political patronage, and the influences of a nascent national party. Finally, he juxtaposes the conditions and course of the Brazilian reform experience with those of the United States and Great Britain. Graham’s study of the Brazilian example, which does not pass judgment on the prevailing public personnel system, reveals the importance of understanding the total cultural context within which administrative principles are put into practice. Such an approach, wider than generally held in the field of public administration, may prove to be the most vital factor in the future of the civil service in Brazil and several other countries facing the same problems.

Markets in Oaxaca is a study of the regional peasant marketing system in the Valley of Oaxaca, Mexico. It relates the marketing system to other aspects of the regional economy, to neighboring regions, and to the Mexican national economy. Combining ethnographic, theoretical, and regional analyses, it suggests new directions in the fields of peasant and development studies. Contributors to the volume describe the operation and nature of several marketplaces in the region, analyze village-based artisan production and various specialized economic roles (particularly the role of traders), and describe the operation of several total regional marketing systems. The editors then consider their findings against the background of political, economic, and social structures from the pre-Conquest period to the present. In their conclusion, the editors find the regional peasant economy to be responsive both to the influence of the urban metropolitan sector, on the one hand, and to its own indigenous structural integrity and internal dynamism, on the other. In addition to the editors, the contributors to Markets in Oaxaca are Ralph L. Beals, Richard L. Berg Jr., Beverly Chiñas, Herbert M. Eder, Charlotte Stolmaker, Carole Turkenik, John C. Analyzing slavery and other forms of servitude in six non-state indigenous societies of tropical America at the time of European contact, Vital Enemies offers a fascinating new approach to the study of slavery based on the notion of "political economy of life." Fernando Santos-Granero draws on the earliest available historical sources to provide novel information on Amerindian regimes of servitude, sociologies of submission, and ideologies of capture. Estimating that captive slaves represented up to 20 percent of the total population and up to 40 percent when combined with other forms of servitude, Santos-Granero argues that native forms of servitude fulfill the modern understandings of slavery, though Amerindian contexts provide crucial distinctions with slavery as it developed in the American South. The Amerindian understanding of life forces as being finite, scarce, unequally distributed, and in constant circulation yields a concept of all living beings as competing for vital energy. The capture of human beings is an extreme manifestation of this understanding, but it marks an important element in the ways Amerindian "captive slavery" was misconstrued by European conquistadors. Illuminating a cultural facet that has been widely overlooked or miscast for centuries, Vital Enemies makes possible new dialogues regarding hierarchies in the field of native studies, as well as a provocative re-framing of pre- and post-contact America.

Yet these "blockbusters" are only a tiny fraction of the total, rich outpouring of Spanish-language literature from Latin America. Southern cooks would have to hang up their aprons without America's native nut, whose popularity has spread far beyond the tree's natural home. But as familiar as the pecan is, most people don't know the fascinating story of how native pecan trees fed Americans for thousands of years until the nut was "improved" a little more than a century ago-and why that rapid domestication actually threatens the pecan's long-term future. In The Pecan, acclaimed writer and historian James McWilliams explores the history of America's most important commercial nut. He describes how essential the pecan was for Native Americans-by some calculations, an average pecan harvest had the food value of nearly 150,000 bison. McWilliams explains that, because of its natural edibility, abundance, and ease of harvesting, the pecan was left in its natural state longer than any other commercial fruit or nut crop in America. Yet once the process of "improvement" began, it took less than a century for the pecan to be almost totally domesticated. The prosperous, comfortable, and homogeneous American suburb is a relatively recent institution in American history. Edward Wynne was one of the first to take a serious look at the quality of suburban childhood, where, he contends, we have ignored the developments affecting the largest pool of children and parents in America. This provocative volume argues that the total environment of the suburban youth—the school, the community, the family, and the workplace—is in need of drastic reform. Wynne advances a forthright argument for the preservation of traditional moral values and criticizes excessive individualism in fragmented modern society. Focusing on the schools and extending his discussion to the larger community, he pleads for more attention to such goals as honesty, persistence, patriotism, and loyalty. Post-industrial suburban environments, Wynne argues, do not provide the diversity of experience children must have to become successful adults. Strong community ties to the schools are basic to Wynne''s thesis. Within the schools, he recommends changes in grading systems, student responsibilities and assignments, selection and training of teachers and administrators, structuring and evaluation of programs, and the socioeconomic and age mix of pupils. A feeling of cooperation and unity within the school itself is a major goal. Wynne also suggests steps for moving toward more heterogeneous, close-knit communities, where citizens have greater local control. For example, community members could restrict movement into the community and should aim for a mix of blue- and white-collar residents. Wynne''s arguments clearly run counter to fashion and are sure to provoke a high level of debate among educators of differing philosophic persuasions. Civil libertarians, feminists, civil rights advocates, and others are bound to make spirited replies to many of Wynne''s contentions. Growing Up Suburban will be of interest to educators, public school administrators, parents, and suburban dwellers.
