The political culture of Oregon has long had a reputation for innovative policy, maverick politicians, and independent political thought, but instead of using the term “progressive” to describe the state’s political leanings, the editors of Oregon Politics and Government believe a more accurate descriptor would be “schizophrenic.” Oregon Politics and Government provides not only an overview of the state’s politics and government; it also explains how the divide between progressives and conservative populists defines Oregon politics today. Early in the state’s history, reformers championed many causes: the initiative and referendum process for setting public policy, the recall of public officials, the direct election of U.S. senators, and women’s suffrage. Since then, the state has asserted control over beaches, imposed strict land-use laws, created an innovative regional government, introduced voting through the mail, allowed for physician-assisted suicide, and experimented with universal healthcare. Despite this list of accomplishments, however, Oregon is divided between two competing visions: one that is tied to progressive politics and another that is committed to conservative populism. While the progressive side supports a strong and active government, the conservative populist side seeks a smaller government, lower taxes, fewer restrictions on private property, and protection for traditional social values. The struggle between these two forces drives Oregon politics and policies today.

Named a Top Ten Book of 2023 by Civil War Books and Authors Agents of Empire expands the historiographical scope of Civil War studies to include the war’s intersection with the history of the American West, demonstrating how the war was transcontinental in scope. Much more than a traditional Civil War regimental history, James Robbins Jewell’s work delves into the operational and social conditions under which the First Oregon Cavalry Regiment was formed. In response to ongoing tensions and violent interactions with Native peoples determined to protect their way of life and lands, Colonel George Wright, head of the military’s District of Oregon, asked the governor of Oregon to form a voluntary cavalry unit to protect white settlers and farmers. By using local volunteers, and later two additional regiments of infantry from the region, the federal government was able to draw from the majority of Regular Army troops stationed in the Pacific Northwest, who were eventually sent to fight Confederate forces east of the Mississippi River. Had the First Oregon Cavalry failed to fulfill its responsibilities, the federal government would have had to recall Union forces from other threatened areas and send them to Oregon and Washington Territory to quell secessionist unrest and Indigenous resistance to land theft, resource appropriation, and murder. The First Oregon Cavalry ensured settlers’ security in the Union’s farthest northwest corner, thereby contributing to the Union cause.

Through an evaluation of Oregon’s exclusionary laws, Leveraging an Empire examines the process of settler colonialism in the evolving region of the Pacific Northwest between the years 1841 and 1859. Oregon laws—through nuanced emphases and new articulations—related to national issues of slavery, immigration, land ownership, education, suffrage, and naturalization. Leveraging an Empire demonstrates how the construction of laws governing matters of race, gender, and citizenship from Oregon’s pre-territorial days through its early statehood reified and institutionalized American legal definitions and national perceptions of these issues leading up to the Civil War. Oregon’s exclusionary laws either supported racial and gender restrictions to specific rights or established a legal precedent for such restrictions through the development of legislation governing the remainder of the century. These laws—some developed even before Oregon became part of the Union in 1846—also influenced federal treatment toward territorial and state policies that restricted American citizens from political rights and reveal the impact of settler colonialism in the American West on the nation.
