Taken literally, the title "All of Statistics" is an exaggeration. But in spirit, the title is apt, as the book does cover a much broader range of topics than a typical introductory book on mathematical statistics. This book is for people who want to learn probability and statistics quickly. It is suitable for graduate or advanced undergraduate students in computer science, mathematics, statistics, and related disciplines. The book includes modern topics like nonparametric curve estimation, bootstrapping, and clas­ sification, topics that are usually relegated to follow-up courses. The reader is presumed to know calculus and a little linear algebra. No previous knowledge of probability and statistics is required. Statistics, data mining, and machine learning are all concerned with collecting and analyzing data. For some time, statistics research was con­ ducted in statistics departments while data mining and machine learning re­ search was conducted in computer science departments. Statisticians thought that computer scientists were reinventing the wheel. Computer scientists thought that statistical theory didn''t apply to their problems. Things are changing. Statisticians now recognize that computer scientists are making novel contributions while computer scientists now recognize the generality of statistical theory and methodology. Clever data mining algo­ rithms are more scalable than statisticians ever thought possible. Formal sta­ tistical theory is more pervasive than computer scientists had realized.

Computer graphics is no longer merely a technique of promise. The case studies in this book prove that it is a technique which has already identified itself with progress in an astonishingly wide range of app­ lications, to the extent that it has been necessary to group many chapters into sections dealing with specific categories, such as the design of electrical circuits, civil engineering, architecture, nuclear and space science and text editing. In the last couple of years, computer graphics has blossomed out from the stage in which it was confined almost exclusively to the large scale industries of aircraft and automobile engineering. It has also developed additional advantages, mote than the simple idea of doing the same thing more quickly. Now the technique offers entirely new ways of doing old things, with consequent greater efficiency and accuracy; and it also brings a way of doing new things, which were previously not possible. In the introduction to their paper in Part 12, Armit and Forrest state: "We do not discuss those systems which are merely computer versions of existing design methods, but rather those systems which make use of techniques for design which are beyond the possibilities of conventional drafting." Similarly, Ranaweer3; and Leckie end their paper in Part 4 with the comment: "Thus the man and the machine can work as a team to arrive at a solution better than that which can be arrived at by either one alone".

The rapid increase in operating speeds of mechanisms and machines during the last few decades has posed mechanical and technical engineers aseries of new problems. One of these is that of the investigation of the dynamics of flexible rotors operating at speeds greater than the first- and higher-order critical speeds. In con­ temporary machine design we must cope with various machines and assemblies containing shafts which operate under such conditions: turbogenerators. gas and steam turbines. spinning shafts. high-capacity pumps, and a multitude of special-purpose machines. One of the problems in the dynamics of flexible rotors-the passage through the resonance state-has re­ cently been almost completely solved in the work of Yu. A. Mitropol''skii. F. M. Dirnentberg, V. O. Kononenko. A. P. Fillippov. and others. Much less attention has been devoted to two other interrelated problems in the dynamics of high-speed rotors: the loss of stability in regime-combining forced vibrations due to imbalance in the supercritical region, along with self-induced or self-exc1ted vibrations. These problems are rapidly becoming more important as self-induced vibrations occurring at speeds beyond the critical speed are being met with more and more often in practice [1-3]. One of the main causes for the loss of stability of a rotor in the supercritical region. as was first estab­ lished by Kimball in [4] and Newkirk in [5] during the ninteen-twenties, is the force due to interna1 friction.

In ten years 80 per cent of the legislation related to economics, maybe also to taxes and social aff airs, will be of Community origin.” This declaration has been largely quoted, paraphrased and deformed by different authors, creating a persistent myth according to which 80% of the legislative activity of the national legislatures would soon be reduced to the simple transposition of European norms”. This book addresses the topic of the scope and impact of Europeanization on national legislation, as a part of the Europeanization debate which raises normative concerns linked to the “democratic deficit” debate. The state of the art shows that there are many assumptions and claims on how European integration may affect national legislation and, more generally, domestic governance but that there is a lack of solid and comparative data to test them. The aim of the book is to give a solid and comparative insight into Europeanization focusing on effective outcomes in a systematic way. This book analyzes the period 1986-2008 and includes an introduction, a global overview of European legislative activities which set the background for Europeanization of national legislatures, 9 country contributions (8 EU member states + Switzerland) including systematic, comparative and standardized data, tables and figures, and a conclusion with a comparative analysis of the European and domestic reasons for Europeanization. All national contributions conclude that Europeanization of national legislation is much more limited than assumed in the literature and public debate. It is limited to 10 to 30% of laws (depending on the country), far less than the 80% predicted by Jacques Delors and mentioned daily by medias and public opinion leaders to demonstrate EU domination on member states. Beside that general statement, the various chapters propose a deep insight on EU constraint over national legislation, providing much information on the kind of laws and policies that are Europeanized, the evolution of this process through time, the impact of Europeanization on the balance of powers and the relations between majority and opposition at national level, the strategies developed by national institutions in that context, and many other issues, making the book of interest to academics and policy-makers concerned with Europeanization and national legislation.
