Why has U.S. security policy scarcely changed from the Bush to the Obama administrations? The theory of "double government" posed by the 19th century English scholar Walter Bagehot suggests a disquieting answer that is extensively discussed in National Security and Double Government. Michael J. Glennon challenges the myth that U.S. security policy is made through the visible, "Madisonian institutions"--the President, Congress, and the courts, proposing that their roles are largely illusory. Presidential control is nominal, congressional oversight is dysfunctional, and judicial review is negligible. He argues that security policy is really made by the managers of the military, intelligence, diplomatic, and law enforcement agencies- a concealed "Trumanite network" of several hundred members who are responsible for protecting the nation, and who are primarily immune from constitutional restraints. As such, this new system of "double government" will not correct itself, as to do so would require those branches to exercise the very power that they lack. Glennon suggests that the main problem is political ignorance, which is becoming more acute as public influence on security policy declines. This book aims to inform and enlighten the reader about the Trumanite network, and highlight the restraints on the Constitution, which operates primarily upon the hollowed-out Madisonian institutions, and poses a grave threat to democratic accountability.

When we talk about a jazz "standard" we usually mean one of the many songs that jazz musicians repeatedly play as part of their core repertoire. But unlike musical works in the tradition of so-called classical music, standards--whether plucked from the "Great American Songbook" or from recordings by other jazz musicians--are always being transformed in performance. They are rearranged and improvised upon, given new chords and altered melodies. These transformations might be small and seemingly unimportant, or they might be radical revisions. Which raises the question: across all of these various performances, what gives a standard its identity? In Hearing Double author Brian Kane answers that question by offering a new theory of musical works that can account for the unique challenges presented by standards. Building from the bottom up--from the actual practices of jazz musicians toward their philosophical implications--he gives a comprehensive theory of how a standard can undergo radical musical transformations yet remain identifiable. Through an analysis of the historical and cultural conditions under which standards came to prominence he shows how popular music from the 1930s to the 1960s was circulated and distributed and provides new insight into why the era of the standard emerged when it did. In addition, Kane addresses the aesthetic significance of standards and describes a special mode of listening that standards require. According to Kane, we effectively "hear double"--hearing an ideal song in our minds at the same time as we hear the live performance with our ears. Filled with case studies and music analysis, Hearing Double will draw the reader''s attention to unheard aspects of jazz performance as well as unrecognized philosophical, social, and cultural dimensions of the jazz repertoire.

"The Cleveland Street Scandal" erupted and Victorian Britain was gripped by the possibility that the Post Office - a bureaucratic backbone of nation and empire - was inspiring and servicing perverse passions. The alliance between transgressive sex and the Post Office that the scandal illuminated was neither incidental nor singular; there was something queer about the post in the nineteenth century. Postal Pleasures tells the story of queer postal relations, from Post Office reforms initiated in 1840 up to the imperial end of the nineteenth century. It tells this story by analysing literature that expresses the cultural consequences of this peculiar kind of "going postal." Victorian writers abandoned the epistolary novel in favour of postal fiction. The postal network, its uniformed employees and its material trappings - envelopes, postmarks, stamps - were used to signal and circulate sexual intrigue. For Anthony Trollope, Thomas Hardy, Eliza Lynn Lynton, Henry James, Oscar Wilde, Edward Carpenter, Arthur Conan Doyle, Bram Stoker and others, the idea of an envelope promiscuously jostling its neighbours in a post boy''s bag, or the notion that secrets passed through the eyes and fingers of telegraph girls, was more stimulating that the actual contents of correspondence. By the period''s end, the postal system had become both an instrument and a metaphor for sexual relations that crossed and double-crossed lines of class, marriage and heterosexuality.
