Florida has the largest proportion of elderly in the nation- 2.8 million persons are over age 65, representing 17.6% of its total population. The dramatic rise in the number of persons age 65 and over in Florida over the next 20 years-estimated to total 26.3% of total population-will further stretch the already limited resources of the state. Aware of the pressing demand for long-term care services well into the 21 * century, policymakers in Florida have begun seriously to review options for improving financing and delivery of long-term care for the frail elderly and persons with disabilities. Federal and state Medicaid spending in Florida was $2.6 billion in FY2001, and 30.5% of Medicaid spending was for long-term care. In FY2001, 75.3% of total Medicaid spending was for institutional care. Slightly less than 25% of Medicaid spending was channeled towards home and community-based services. Although institutional care dominated Medicaid spending, there has been slow but steady expansion of home and community-based services funding, both through the use of Medicaid''s waiver programs as well as significant support through state sources. Among the major issues facing long-term care in Florida are: the fragmentation of long-term care services among state and local agencies, an imbalance in financing that favors institutional care rather than home and community based care, shortage of health care workers and well-trained staff throughout the long-term care , and disparities in availability of services across the state.

In Solanaceae: Cultivation, Nutrition and Health, the authors first set out to demonstrate how utilization of soil amendments in agricultural systems is an inexpensive means for limited-resource farmers looking for improvements in crop yield and quality to satisfy consumer needs of healthy food. A separate study considers the variety of biological activities, together with the nutritional composition and low cytotoxicity, of the mature fruits of S. lycocarpum in order to demonstrate that they represent an important food source with chemopreventive and therapeutic properties. Next, the total phenolic and flavonoid content, antioxidant, antibacterial, and allelopathic activities of methanol extract and fractions from ripe fruits of S. lycocarpum were studied to provide knowledge on the total phenolic and total flavonoid content in the methanol extract and fractions, as well as the antioxidant, antibacterial, and allelopathic activities. Afterwards, the oils, fatty acids, and methyl esters from S. lycocarpum fruits were evaluated for their antioxidant potential and allelopathic activity. The allelopathic effect against the seedlings of Lactuca sativa and Allium cepa showed promising results, with predominant effects of growth inhibition of hypocotyls and radicles in the lower concentration tested. In the concluding study, the effects of the ethanol extract and hydroethanol fraction of S. lycocarpum leaves on the growth of the Ehrlich experimental tumor were evaluated using three experimental groups.

Throughout its history, the Department of Defense (DOD) has relied on contractors to support a wide range of military operations. Operations over the last thirty years have highlighted the critical role that contractors play in supporting U.S. troops - both in terms of the number of contractors and the type of work being performed. Over the last decade in Iraq and Afghanistan, and before that, in the Balkans, contractors accounted for 50% or more of the total military force. Regardless of whether future operations are similar to, or significantly different from, those of the past decade most analysts and defence officials believe that contractors will continue to play a central role in overseas military operations. Consequently, these observers believe that the DOD should be prepared to effectively award and manage contracts at a moment''s notice, anywhere in the world, in unknown environments, and on a scale that may exceed the total contract obligations of any other federal agency. This book provides background information and identifies issues for Congress on the use of contractors to support military operations. The DOD''s extensive use of contractors poses several potential policy and oversight issues for Congress and has been the focus of numerous hearings. Congress'' decisions on these issues could substantially affect the extent to which the DOD relies on contractors in and is capable of planning for and overseeing contractors in future operations.
