Conditional Belonging explores these apparent contradictions through a comparative analysis of the Iranian diasporic experience in the United States and Germany, focusing particularly on the different processes of racialization of the immigrants. Drawing from eighty-eight interviews with first- and second-generation Iranians living in California and Hamburg, Sahar Sadeghi illuminates how international events, global political policy, and national social climates influence the extent to which Iranians define themselves as members of their adopted nations. All these factors lead to radically different experiences of belonging, or more specifically “conditional belonging,” for Iranians living in Western nations—while those in America might have situational access to whiteness, this is not always available to Iranians in Germany. The combination of these experiences results in perceptions, narrations, and experiences of what the author calls “being but not belonging.” Conditional Belonging is an important and timely book that broadens our understanding of how unpredictable and fluid a sense of belonging to a country can be.

That iterations of Black visual art, such as Bert Williams’s 1916 silent film short “A Natural Born Gambler” or the performances of Josephine Baker from the 1920s, are merely a quick YouTube search away has transformed how scholars teach and research Black performance. While Black Ephemera celebrates this new access, it also questions the crisis and the challenge of the Black musical archive in a moment when Black American culture has become a global export. Using music and sound as its primary texts, Black Ephemera argues that the cultural DNA of Black America has become obscured in the transformation from analog to digital. Through a cross-reading of the relationship between the digital era and culture produced in the pre-digital era, Neal argues that Black music has itself been reduced to ephemera, at best, and at worst to the background sounds of the continued exploitation and commodification of Black culture. The crisis and challenges of Black archives are not simply questions of knowledge, but of how knowledge moves and manifests itself within Blackness that is obscure, ephemeral, fugitive, precarious, fluid, and increasingly digital. Black Ephemera is a reminder that for every great leap forward there is a necessary return to the archive. The Rights of Groups focuses on a series of specific examples to argue that a more refined concept of culture than has been employed by American courts could offer better ways to analyze a broad range of cases that employ the notion of community.Through an original reading of the Ninth Amendment, Lawrence Rosen illustrates how a constitutional consideration for group protections might be applied to decisions arising before the Supreme Court, including the decision to overturn Roe v. Wade . Similarly, in other chapters, Rosen shows how a revised theory of culture can change the concepts—including those of “community”—that courts currently apply, whether it is the application of indigenous concepts of value to revise the statutes governing intellectual property, the importance to native peoples that burial remains be returned to the group, the role a community can play in the responsibilities attendant on the prudent investor rule, the cultural organization of Western states’ water resources, or the implementation of a new basis for group defamation suits. How do digital technologies shape the experiences and meanings of migration? As the numbers of people fleeing war, poverty, and environmental disaster reach unprecedented levels worldwide, states also step up their mechanisms of border control. In this, they rely on digital technologies, big data, artificial intelligence, social media platforms, and institutional journalism to manage not only the flow of people at crossing-points, but also the flow of stories and images of human mobility that circulate among their publics. What is the role of digital technologies is shaping migration today? How do digital infrastructures, platforms, and institutions control the flow of people at the border? And how do they also control the public narratives of migration as a “crisis”? Finally, how do migrants themselves use these same platforms to speak back and make themselves heard in the face of hardship and hostility? Taking their case studies from the biggest migration event of the twenty-first century in the West, the 2015 European migration “crisis” and its aftermath up to 2020, Lilie Chouliaraki and Myria Georgiou offer a holistic account of the digital border as an expansive assemblage of technological infrastructures (from surveillance cameras to smartphones) and media imaginaries (stories, images, social media posts) to tell the story of migration as it unfolds in Europe’s outer islands as much as its most vibrant cities. This is a story of exclusion, marginalization, and violence, but also of care, conviviality, and solidarity. Through it, the border emerges neither as strictly digital nor as totally controlling. Rather, the authors argue, the digital border is both digital and pre-digital; datafied and embodied; automated and self-reflexive; undercut by competing emotions, desires, and judgments; and traversed by fluid and fragile social relationships—relationships that entail both the despair of inhumanity and the promise of a better future.
