On May 15, 1862, U.S. General Benjamin Butler, commander of occupied New Orleans, ordered that any woman who publicly insulted Union soldiers be subject to prosecution as a prostitute. Not all nineteenth-century women, Butler learned, felt their place was in the home. As his order implies, women were governed by an unwritten code of public conduct, appeared on public streets, spoke out on public issues, and were subjects of public policy. In "Women in Public" noted historian Mary P. Ryan examines each of these issues as it affected women in New York, New Orleans, and San Francisco. Contrary to current perceptions, Ryan contends, nineteenth-century women appeared in public in a variety of roles. They took part in civic ceremonies, from Independence Day celebrations to ethnic festivals. Whether they sonsorted in parks designed for "ladies" or in the increasingly regulated haunts of prostitutes, their place in the everyday life of the streets became more segregated and distinct. Denied access to the voting booth, they practiced "outdoor politics," waving handkerchiefs at rallies--and wielding brickbats in riots. Exploring little-noted aspects of nineteenth-century political discourse, Ryan shows how gender and sexual imagery in public language changed as the century progressed. She analyzes the construction of boundaries between private and public spheres and examines the American political system's failure to accommodate difference within democratic order.

Originally published in 1974. Focusing on a set of Jewish communities, Robert Chazan tells how, by the eleventh century, French Jews had created for themselves a role as local merchants and moneylenders in adapting to the political, economic, and social limits imposed on them. French society, striving to become more powerful and civilized, was willing to extend aid and protection to the Jews in return for general stimulation of trade and urban life and for the immediate profit realized from taxation. While the authorities were relatively successful in protecting the Jews from others, there was no power to impose itself between the Jews and their protectors. The political and social well-being of the Jews was, therefore, dependent on the will of the governing authorities who taxed their holdings and regulated their activities. During the twelfth and thirteenth centuries, the position of the Jews was constantly under attack by reform elements in the church concerned with Jewish moneylending and blasphemous materials in Jewish books; these reformers were eventually devoted to a serious missionizing effort within the Jewish community. The Jews' situation was further complicated by deep popular animosity, expressing itself in a damaging set of slanders and occasionally in physical violence. Despite the impressive achievements of the Jews in medieval northern France, by the thirteenth century their community was increasingly constricted; and in 1306, they were expelled from royal France by Philip IV. Overcoming the handicap of a lack of copious source material, Chazan analyzes the Jews' political status, their relations with key elements of Christian society, their demographic development, their economic outlets, their internal organization, and their attitudes toward the Christian environment. As it highlights aspects of French society from an unusual perspective, Medieval Jewry in Northern France should be of special interest to the historian of medieval France as well as to the student of Jewish history. This story is also significant for all who are fascinated by the capacity of human groups to respond and adapt creatively to a hostile and limiting environment.

How—haunted by the idea that their suburban homes were under siege—the second generation of suburban residents expanded spatial control and cultural authority through a strategy of productive victimization. The explosive growth of American suburbs following World War II promised not only a new place to live but a new way of life, one away from the crime and crowds of the city. Yet, by the 1970s, the expected security of suburban life gave way to a sense of endangerment. Perceived, and sometimes material, threats from burglars, kidnappers, mallrats, toxic waste, and even the occult challenged assumptions about safe streets, pristine parks, and the sanctity of the home itself. In Neighborhood of Fear, Kyle Riismandel examines how suburbanites responded to this crisis by attempting to take control of the landscape and reaffirm their cultural authority. An increasing sense of criminal and environmental threats, Riismandel explains, coincided with the rise of cable television, VCRs, Dungeons & Dragons, and video games, rendering the suburban household susceptible to moral corruption and physical danger. Terrified in almost equal measure by heavy metal music, the Love Canal disaster, and the supposed kidnapping epidemic implied by the abduction of Adam Walsh, residents installed alarm systems, patrolled neighborhoods, built gated communities, cried "Not in my backyard!," and set strict boundaries on behavior within their homes. Riismandel explains how this movement toward self-protection reaffirmed the primacy of suburban family values and expanded their parochial power while further marginalizing cities and communities of color, a process that facilitated and was facilitated by the politics of the Reagan revolution and New Right. A novel look at how Americans imagined, traversed, and regulated suburban space in the last quarter of the twentieth century, Neighborhood of Fear shows how the preferences of the suburban middle class became central to the cultural values of the nation and fueled the continued growth of suburban political power.

A fascinating account of how the United States established the first global satellite communications system to project geopolitical leadership during the Cold War. On July 20, 1969, the world watched, spellbound, as NASA astronaut Neil Armstrong stepped off the Apollo 11 lunar module to walk on the moon. NASA estimated that 20 percent of the planet's population—nearly 650 million people—watched the moon landing footage, which was made possible by the first global satellite communications system, the International Telecommunications Satellite Organization, or Intelsat. In Beyond Sputnik and the Space Race, Hugh R. Slotten analyzes the efforts of US officials, especially during the Kennedy administration, to establish this satellite communication system and open it to all countries of the world. Locked in competition with the Soviet Union for both military superiority and international prestige, President John F. Kennedy overturned the Eisenhower administration's policy of treating satellite communications as simply an extension of traditionally regulated telecommunications. Instead of allowing private communications companies to set up separate systems that would likely primarily serve major "developed" regions, the new administration decided to take the lead in establishing a single world system. Explaining how the East-West Cold War conflict became increasingly influenced by North-South tensions during this period, Slotten highlights the growing importance of non-aligned countries in Asia, Latin America, and Africa. He also underscores the importance of a political economy of "total Cold War" in which many crucial aspects of US society became tied to imperatives of national security and geopolitical prestige. Drawing on detailed archival records to examine the full range of decisionmakers involved in the Intelsat system, Beyond Sputnik and the Space Race spotlights mid- and lower-level agency staff usually ignored by historians. One of the few works to analyze the establishment of a major global infrastructure project, this book provides an outstanding analytical overview of the history of global electronic communications from the mid-nineteenth century to the present.
