Environmental problems present democratic dilemmas. The problems are so large and so often pit localities and interest groups against each other that they challenge basic democratic institutions, particularly the ideal of citizen participation in society’s choices. In this book, Daniel Press examines the conflict between environmental political thought and democratic theory and asks whether successful environmental protection is beyond the capabilities of democratic decisionmaking. Press introduces the primary debate in this confrontation as a choice between political centralization and decentralization. Do citizens faced with environmental crises tend to look first to a centralized leadership for solutions or do they tend to respond at a more local and grassroots level? What is the role of technical expertise in this process and how does it effect public participation in these matters? Do confrontations over environmental issues increase support for a more fully democratic decisionmaking process? Representing social, political, and economic challenges to democracy, these and other questions are then investigated empirically through analyses of case studies. Focusing on two recent controversies in the western United States, ancient-forest logging in Oregon and California and hazardous waste management in California, and drawing on in-depth interviews with individuals involved, Press clarifies the relationship between environmentalism and democracy and explores the characteristics of "new" democratic forms of environmental policymaking. Revealing a need for a more decentralized process and increased individual and collective action in response to environmental crises, Democratic Dilemmas in the Age of Ecology will be of interest to a wide range of audiences, from scholars concerned with applications of democratic theory, to activists and policymakers seeking to change or implement environmental policy.

Lynn Stephen’s innovative ethnography follows indigenous Mexicans from two towns in the state of Oaxaca—the Mixtec community of San Agustín Atenango and the Zapotec community of Teotitlán del Valle—who periodically leave their homes in Mexico for extended periods of work in California and Oregon. Demonstrating that the line separating Mexico and the United States is only one among the many borders that these migrants repeatedly cross (including national, regional, cultural, ethnic, and class borders and divisions), Stephen advocates an ethnographic framework focused on transborder, rather than transnational, lives. Yet she does not disregard the state: She assesses the impact migration has had on local systems of government in both Mexico and the United States as well as the abilities of states to police and affect transborder communities.Stephen weaves the personal histories and narratives of indigenous transborder migrants together with explorations of the larger structures that affect their lives. Taking into account U.S. immigration policies and the demands of both commercial agriculture and the service sectors, she chronicles how migrants experience and remember low-wage work in agriculture, landscaping, and childcare and how gender relations in Oaxaca and the United States are reconfigured by migration. She looks at the ways that racial and ethnic hierarchies inherited from the colonial era—hierarchies that debase Mexico’s indigenous groups—are reproduced within heterogeneous Mexican populations in the United States. Stephen provides case studies of four grass-roots organizations in which Mixtec migrants are involved, and she considers specific uses of digital technology by transborder communities. Ultimately Stephen demonstrates that transborder migrants are reshaping notions of territory and politics by developing creative models of governance, education, and economic development as well as ways of maintaining their cultures and languages across geographic distances.

Replacing an earlier volume, this thoroughly new book provides a diverse guide to one of America’s most popular shorelines. As is true for all books in the series, it is based on the premise that understanding the changing nature of beaches and barrier islands is essential if we are to preserve them for future generations. Evidence that the North Carolina shore is changing is never hard to find, but recently the devastation wrought by Hurricane Fran and the perilous situation of the historic lighthouse at Cape Hatteras have reminded all concerned of the fragility of this coast. Arguing for a policy of intelligent development, one in which residential and commercial structures meet rather than confront the changing nature of the shore, the authors have included practical information on hazards of many kinds—storms, tides, floods, erosion, island migration, and earthquakes. Diagrams and photographs clearly illustrate coastal processes and aid in understanding the impact of hurricanes and northeasters, wave and current dynamics, as well as pollution and other environmental destruction due to overdevelopment. A chapter on estuaries provides related information on the shores of back barrier areas that are growing in popularity for recreational residences.
