The book outlines the approaches of classical elite theory and democratic elitism for the study of national power structures. The book displays different research methods for elite study as well as the power conceptions included within these methods. An elite structure typology is derived from the elite theory and applied to chart the changes in the elite structure of one country, Finland. The data of this work is unique in international comparison: postal surveys were conducted among the elites and the citizenry in 1991, 2001, and 2011.The study explores empirically the changes occurring in the elite structure from the early 1990s to the present day—a period that has been characterized by important societal upheavals, such as the great recession of the early 1990s, Finland’s accession to the European Union in 1995, and the international financial crisis and the Eurozone debt crisis in the 2000s. The main focus is on how the elite structure has changed in terms of vertical social mobility (i.e., openness) on the one hand and horizontal mobility (i.e., coherence) on the other. With regard to vertical social mobility, the research interest focuses on changes in elites’ social background and various factors advancing their recruitment and career into elite positions. As for horizontal mobility, the study focuses on the elites’ different channels of contact with other influential groups in society, networking with various societal institutions, the attitudinal unanimity within various elites and between the elites and the citizenry, mobility between different elite groups (i.e. circulation), the accumulation of power positions, and the retention and loss of elite positions. The findings are compared with previous international studies, especially Scandinavian elite studies. Finally, the study considers what the results tell us about the state of democracy.

Governing the Locals demonstrates that with the exception of a brief period in 1990-92 when the local soviets fostered mass mobilization, local governments in post-Soviet Russia have actively constrained grass-roots activism. Rather than serving as instruments of the "schooling in civil society," or of "making democracy work"—as the conventional wisdom holds—local governments have been used by the regional authoritarian or ethnocratic regimes as instruments of top down social control. The author suggests that this tendency has been on the rise under President Putin, whose reforms have served to integrate local government into a centralized power vertical potentially facilitating authoritarian style social mobilization non only on a regional level, but also on a nation-wide scale. The author examines the impact of local self-governing institutions on nationalist movement mobilization in Russia. Using insights from social movement theories, Lankina argues that similar to the soviets in the Soviet system, municipalities in post-Soviet Russia continue to influence local societies through their control over social networks, material resources, and public agenda setting. Accordingly, their facilitating or constraining role crucially affects movement successes or failures. This is the first study identifying the centrality of local government for understanding the nature of state-society relations in Russia, and for explaining the broader questions of social activism or lack thereof in the post-Soviet space.

By analyzing the social position, life courses and postconflict trajectories of various groups within the insurgency, the book emphasizes the diversity of transitions to peace and “brings the social back in.”The study is grounded in in-depth fieldwork conducted in Cambodia and its diaspora, including 168 firsthand interviews with ex-combatants from groups as diverse as Buddhist monks and Christian converts, intellectuals, powerful warlords, civil servants, and female communist soldiers. Using these details, the book not only builds a theory of the social structure and internal logic of armed groups, but also emphasizes the crucial importance of fighters’ own narratives about their roles in society. Therefore, in addition to advancing a sociological perspective on post-conflict transitions, the study also provides the most detailed treatment to date of the social fields of the insurgents who fought in the civil war that followed the fall of the Khmer Rouge regime in 1979. These social fields continue to have a profound influence on Cambodian politics, even today.

China has been experiencing great economic and social changes since the late 1970s when the Reform and Opening-Up policies were accepted. While some Sinologists argue that such changes have made the Chinese structure of authority fragmented and discrepant, and have weakened the directive power of the Central Government, a few others emphasize that despite a certain degree of economic decentralization and segmentation of public power, the Central Government has been seeking ways to hold the nation together. Consequently, while the former argue that due to the centrifugal nature of the political system, policy implementation is bound to deviate from the route specified by the Central Government, the latter hold that national policies are carried out faithfully, with minor deviations only in certain circumstances.This book studies the processes of policy implementation in contemporary mainland China by taking minban/private education at the level of basic education in Shanghai as an example. Based on 65 interviews conducted during 2001 and 2004, three moduses of policy implementation are proposed, and the Model of Structural Fracturation is advanced as the prevailing modus of policy implementation in contemporary China. The model argues that policy metamorphosis during implementation is not something random; in contrast, it is determined by structural factors that no single policy actor can manipulate. The pyramid of Chinese politics is a loose construction, with vertical and horizontal fracturations between different layers. The model highlights the fact that governments at the county/district level are remote from and beyond the control of the Central Government and the provinces. They deserve more attention than they have received.Contrary to Western perspectives which regard the structural fracturation in the Chinese polity as dangerous for national stability and unity, this book takes the fracturation as an important and delicate element of the Chinese mode of governance, and suggests that the very strength of the state lies in its capacity to tolerate local deviation and to embrace it into national institutions.

Incessant war and insurgency has led to mobilization along ethnic and religious lines in Afghanistan and has had profound effects on the kinds of intuitions that have perpetuated over time. Ethnic and religious groups have applied constant pressure on the state and this dissonance has had enduring negative consequences on nation building, social cohesion, and state-society relationships. Pre-emptive and reactive intervention by neighboring states and their links to ethnic groups inside Afghanistan is another dimension which is analyzed. An extensive exploration into the geo-political history of social groups of Afghanistan with an intensive account of the rise of various power contenders as a function of their history, their links with external actors, and their traditional position in the indigenous vertical hierarchy are made. Unconventional war and counter-insurgency operations funded by foreign and local elements are examined and policy guidelines for negotiations and conflict resolution are discussed. The work provides fresh insights into the rise of the Taliban, and adds further to the scholarly debate about the causes for the consolidation of Taliban power. It traces the history of the Afghan crisis, and critically evaluates the roles played by different national and international actors. A major contribution of the work is the articulation of the need for an integrated nation and state building strategy which takes into account the sensitivities of the Afghanistan experience instead of treating it like other post-conflict zones.

War, Evacuation, and the Exercise of Power examines the history of the Pedagogical Institute, located in the USSR's Kirov region from 1941 to 1952. Holmes reveals a tangled and complex relationship of local, regional, and national agencies. While it recognizes the immense strength of the center, it emphasizes a contentious diffusion, although not a confusion, of authority. In so doing, it departs from traditional models of Soviet power with their neatly drawn vertical and horizontal lines of command. It also demonstrates institutional and personal behavior simultaneously consistent with and at odds with a triumphalist wartime narrative. The Nazi invasion of Soviet-held territory in 1941 set off a massive evacuation eastward that included the relocation in Kirov of the Commissariat of Forest Industry and a large factory under the jurisdiction of the Commissariat of Aviation Industry. By occupying the two main buildings of Kirov’s Pedagogical Institute, these commissariats forced the Institute to abandon the provincial capital for a remote rural location, Iaransk. Then and for years thereafter, the Pedagogical Institute portrayed itself as the victim of these commissariats' bad behavior that included the physical destruction of the Institute’s buildings and much of its property. In its quest for justice, as it understood it, the Institute had the support of the Commissariat of Education. But that agency was far too weak in comparison with its institutional competitors, the offending commissariats, to provide much help. Of greater significance, the Institute forged a remarkable alliance with governing party and state organs in the city and region of Kirov. A united Kirov compelled the entry into the dispute of the Council of Peoples Commissars of both the Russian Republic and Soviet Union and the party’s Central Committee. In addition to a focus on the exercise of power at the center and periphery, this study also assesses the Institute’s wartime exile in Iaransk. The difficulties of life there led to a Soviet version of town vs. gown and provoked the Institute’s further resentment of Moscow. They also exacerbated conflict among distinct groups at the Institute as each advanced its own interests and authority. Faculty and administration, ranked and unranked faculty, communists and non-communists, and evacuated instructors and the Institute’s own all fought amongst themselves over the relationship of politics and scholarship and over the legitimacy of a highly stratified system of food rationing.
